Flukes are a staple for a reason. Had some luck by finding the warmest water possible and fishing some left over vegetation. One technique I have found effective is to use a centering pin and nose hooking with a drop shot hook. Give it a try! If I am fishing thicker vegetation I will switch over to a EWG style hook instead.
