The fish are really starting to want to move a little shallower even with the water still being cold (43-46). This particular day throwing a jerk bait triggered bites around the boulders the fish were relating to. A long 5-8 second pause was pretty important for getting bites.

This is for the marina between the bay and the dam: In the fall, when the salmon start moving in, they push the bass back toward the bay and into the marina. With a spinner bait, target the dock pilings and the grass on the bottom. I’ve had the best success with a white or chrome bait with silver willow leaf blades. Use a white fluke tail trailer.
